Integration Project: Taiwan Offshore Wind Fast-Track Roadmap for Commercial Acceptance of Measurement Technology
The project“Taiwan Offshore Wind Fast-Track Roadmap for Commercial Acceptance of Measurement Technology”will utilize domestic wind farm measurement equipment, including an offshore meteorological mast, a movable onshore meteorological mast, and both a fixed and offshore floating Light Detection And Ranging (LiDAR) systems. To expedite the commercialization of Taiwan's offshore wind power, collaborations have been established with both the Energy research Centre of the Netherlands (ECN) and WindSim AS, based in Norway, to facilitate wind resource and energy measurements and assessments. ECN is internationally renowned for continuously innovating, researching, optimizing, and developing new wind energy processes and concepts. WindSim AS is the developer of the software WindSim, which is a simulator based on computational fluid dynamics (CFD) used for predicting local wind fields.
Three subprojects are integrated within this project. The first subproject involves the development of a multi-field wind farm measurement, analysis, and verification system. Nearshore and offshore meteorological/marine wind power measuring instruments will be installed, maintained, and operated. The second subproject encompasses developing a wind farm measurement quality system, based on operation-maintenance standards used by ECN. Standards involving the installation, calibration, verification, and database management of these measurement tools will be established. The third subproject involves developing techniques for wind farm simulation, which is supported by WindSim AS, to accurately predict local wind fields even in sites with complex terrains and atmospheric conditions. The short-term target is to set up an onshore and offshore wind power database. This database will facilitate the establishment of local wind power measurement standards and the improvement of analysis skills concerning the successful siting of future wind farms. The midterm target is to promote the growth of our wind power industry. The long-term target is to help our wind power technology reach world-class levels as successful members of DemoWind. DemoWind is an EU's Horizon 2020 funded project that aspires to reduce the cost of offshore wind energy through knowledge sharing among international innovation programs.
